Housing Authority

Established in 1976, the Housing Authority operates under the Ministry for Social and Affordable Accommodation and has been instrumental in shaping Malta’s housing landscape. Since its inception, the Authority has been committed to strengthening Maltese society by focusing on providing safe, affordable, and sustainable housing.

The Housing Authority’s core mission is to provide and sustain decent social and affordable housing opportunities, promoting stability and supporting social mobility. While social housing provision remains a core function, the Authority also has other important responsibilities, including:

Affordability Schemes:

The Authority administers a comprehensive portfolio of schemes designed to improve housing affordability for individuals and families across Malta by supporting prospective buyers in achieving homeownership, improving rental affordability, boosting the purchasing power of first-time buyers and enhancing the quality of housing.

Regulator of the Private Residential Rental Market:

Following the introduction of the Private Residential Leases Act on 1st January 2020, the Housing Authority took on the responsibility of regulating the private residential rental market, ensuring compliance within the sector and registering all private residential lease contracts.

Property Management:

The Authority oversees the renovation and modernisation of its housing stock, conducting regular repairs and maintenance to ensure safe and improved living conditions for residents in government-owned dwellings.

As part of its ongoing commitment to transparency and providing valuable resources, the Housing Authority has released a comprehensive step-by-step guide for individuals and families purchasing their first property in Malta. This guide offers essential insights and practical advice to help first-time buyers navigate the complexities of the property purchase process.
